Quick Reference for Land Administrators – Continuing Titles Beyond Their Primary Term
Titles Division (TD) is moving towards a complete e-Business platform for oil and gas title issuance and maintenance.
ePayments is a Pre-Authorized Debit system that has been in-development since 2006. Phase One of the system – which allows clients to pay provincial fees and annual rental costs associated with primary term titles - was launched in February 2008. Since then, companies have been encouraged to obtain a BCeid, appoint an ePayments Company Administrator, obtain a subscription code, add other users within their organizations to ePayments and become familiar with the new system using an online user manual. Further in-depth training was also offered.
Phase Two was implmented February 23, 2009. It allows clients to pay fees and rentals associated with other title maintenance activities, such as continuations or extensions. ePayment users who did not receive training for Phase One will be offered a cursory review of Phase One, as well as comprehensive training for Phase Two, either in person by attending one of CAPLA's "BC ePayments" training sessions - register at http://www.caplacanada.org/, online through self-tutoring modules - see link at top of this page, or by arranging private or semi-private training in Victoria - contact Carolyn.Desjardins@gov.bc.ca
The provincial government designed ePayments with considerable input from industry in order to make the new system as user-friendly as possible. Primary Term payments are mandatory on
July 1, 2009. Continuation payments are mandatory on October 1, 2009.
To sign onto ePayments using your BCeID user name and password log on to the following website https://epayments.gov.bc.ca.
To obtain a corporate BCeID, have your ePayments Administrator log on to www.bceid.ca, the BC government portal to all online systems; or contact your previously appointed corporate BCeID Administrator for a username and password.
