NOTICE OF PUBLIC TENDER

 

COMPETITION FOR THE RIGHT TO EXPLORE

CROWN GEOTHERMAL RESOURCES

 

 

March 29, 2010

 

 

Pursuant to Section 5 of the Geothermal Resources Act, R.S.B.C. 1996, Chapter 171, (the “Act”) sealed bids addressed to the Minister of Energy, Mines and Petroleum Resources, and mailed or delivered to the office of the Executive Director, Oil and Gas Titles Branch, Titles Division, 6th floor, 1810 Blanshard Street, PO Box 9326 Stn Prov Gov’t, Victoria BC V8W 9N3, must be received before 12:00 p.m. Pacific Time, Monday, March 29, 2010, for the privilege of obtaining Geothermal Resources, as detailed below and depicted on the attached map.  Accepted bids will be determined, based on the highest acceptable cash bonus and will be announced after 12 p.m., Tuesday, March 30, 2010.

 

Bidding procedures and conditions are defined in Information Letter TITLES-10-01 available from the Titles Division, 6th floor, 1810 Blanshard Street, Victoria, BC V8W 9N3, telephone (250) 952-0333.

 

Bids that do not meet the requirements specified in Information Letter TITLES 10-01 will not be accepted.

 

The terms included in this Notice of Public Tender are a condensed version of referral comments received from provincial resource management agencies, regional districts, municipalities and First Nations.  Some parcels may be located in areas with active guide outfitter territories and traplines.  Tenure holders should seek direction/guidance from the Ministry of Energy, Mines and Petroleum Resources when planning exploration activities.  General information on the location and contacts for specific guide outfitter territories and traplines is available from the Wildlife Technician, Nanaimo Regional Office, Ministry of Environment, telephone (250) 751-3166.  For more information about referral comments received from participating agencies, please contact the Director, Resource Policy and Planning, Oil and Gas Titles Branch, Titles Division at (250) 952-0333 or fax (250) 952-0331.

 

In addition to any  terms listed in this notice, successful bidders should be aware that they will be required to abide by the various acts and regulations governing exploration and development whether or not specific restrictions are listed in this notice.

 

The right to reject any or all bids is reserved.

          THE DA'NAXDA'XW FIRST NATION HAS REQUESTED ENGAGEMENT PRIOR

          TO ON-THE-GROUND ACTIVITIES.  THE DA'NAXDA'XW FIRST NATION

          HAS ADVISED THAT THIS AREA IS USED FOR EXERCISING

          ABORIGINAL  RIGHTS.  THE DA'NAXDA'XW FIRST NATION HAS

          REQUESTED EARLY ENGAGEMENT TO PROVIDE THE PROPONENT WITH

          THE OPPORTUNITY TO ADDRESS THE DA'NAXDA'XW FIRST NATION'S

          INTERESTS PRIOR TO SUBMITTING AN APPLICATION FOR

          ON-THE-GROUND ACTIVITIES.

 

          THE PERMIT AREA IS WITHIN THE ULKATCHO FIRST NATION'S TRADITIONAL

          TERRITORY.  THE ULKATCHO FIRST NATION MAY REQUEST ENGAGEMENT TO

          PROVIDE THE PROPONENT WITH THE OPPORTUNITY TO ADDRESS THE ULKATCHO

          FIRST NATION'S INTERESTS PRIOR TO SUBMITTING AN APPLICATION

          FOR ON-THE-GROUND ACTIVITIES.

 

          PARCEL OVERLAPS TRAPLINE REGISTERED TO A FIRST NATION COMMUNITY

          MEMBER.

 

          PARCEL OVERLAPS A CONDITIONAL REGISTRATION RESERVE UNDER THE

          MINERAL TENURE ACT.

 

          THE PERMIT AREA IS WITHIN THE BOUNDARIES OF THE REGIONAL DISTRICT

          OF MOUNT WADDINGTON.  THE REGIONAL DISTRICT OF MOUNT  WADDINGTON

          MAY REQUEST ENGAGEMENT PRIOR TO ON-THE-GROUND ACTIVITIES.

 

          ACCESS AND WELLSITE CONSTRUCTION RESTRICTIONS MAY APPLY, BUT ARE

          NOT LIMITED TO, TO PROTECT:

              -WILDLIFE, VEGETATION AND CULTURAL VALUES OF A FIRST NATION;

              -UNGULATE WINTER RANGES;

              -MOUNTAIN GOAT HABITAT AREAS;

              -GRIZZLY BEAR HABITAT;

              -CRITICAL WILDLIFE/FISHERIES VALUES; HABITAT IMPACT ASSESSMENT

               MAY BE REQUIRED PRIOR TO ACCESS OR DEVELOPMENT; AND,

              -SLOPE STABILITY AND ERODIBLE SOILS; GEOTECHNICAL STUDIES AND

               MITIGATION METHODS MAY BE REQUIRED.

 

 

          TENURE HOLDERS MAY BE REQUIRED TO TAKE MEASURES TO PROTECT

          NATURALLY OCCURING HOT SPRINGS AND POOLS.

 

          TENURE HOLDER MAY BE REQUIRED TO COORDINATE ACCESS AND EXPLORATION

          OR DEVELOPMENT PLANS WITH OTHER TENURE HOLDERS AND RECREATIONAL

          USERS AND, WHERE AND WHEN APPROPRIATE, UTILIZE EXISTING ACCESS.

 

          RECORDED AND POTENTIAL ARCHAEOLOGICAL SITES EXIST; OVERVIEW

          ASSESSMENT MAY BE REQUIRED.
